Context / Challenge

Following a period of leadership transition, the organisation was seeking to re-establish focus, rebuild connection, and clarify its advocacy priorities. At the same time, their stakeholder community — once engaged — had grown distant. The team needed a shared sense of purpose, a transparent stakeholder map, and a consistent way to connect advocacy messages to ministerial priorities.

Intervention / Approach

A collaborative taskforce of eight team members participated in a five-session stakeholder mapping lab to design and test new engagement processes.


Key actions included:

  • Co-designing an organisational purpose statement at a business planning workshop.

  • Developing measurable ranking criteria for stakeholder importance and influence.

  • Mapping 183 stakeholder organisations using social network analysis tools.

  • Identifying gaps between Linchpin, Ally, and Sentinel stakeholder types.

  • Crafting key messages to align advocacy and reporting to ministerial objectives.

Outcomes / Metrics

  • 183 stakeholder groups ranked and visualised through a heat map and ecosystem tool.

  • New data-driven criteria enabled clear reporting to the Minister and Advisory Council.

  • Stakeholder engagement plan implemented with measurable performance indicators.

  • Improved advocacy efficiency and balanced communication strategy across the sector.

  • Enhanced knowledge sharing among relationship managers, improving oversight and accountability.
